Surprised visit of the Minister of Finance Calixte Nganongo, to the Brazzaville Public Treasury

‘’ It is absolutely necessary to computerise all financial services with the aim of enabling the interconnection of the directorates of Budget, Customs, Public Treasury and Taxation in order to maximise State revenue’’

After carrying out the « Master’s Tour » on the 25 July 2016 at the headquarters of his Ministry, Calixte Nganongo, Minister of Finance, Budget and Public Portfolio started a series of surprised visits to the Brazzaville Public Treasury. Tuesday 2 August 2016 at 11:30 Hours, his service vehicle came to a halt in front of the imposing colonial building housing the headquarters of the Public Treasury and he was received by the Director General of Treasury Albert Ngondo.

Some moments later, Minister Calixte Nganongo began his inspection tour of all directorates and services. He held discussions for three hours with the aim of getting different opinions on their working conditions. 

 « Even if you say all is well, I think it is important to computerise services, especially the accounting services. All four directorates of the ministry, notably budget, public treasury, customs and taxation have to be interconnected », Minister Calixte Nganongo said.

An initiative supported by a computer expert versed with the project. « This would immensely contribute in the management of public finance, notably through information sharing among the various directorates in an instantaneous manner without the need of any paper. Computerisation would equally ensure control and traceability », the computer expert reassured.

The process that began last year was interrupted for technical and financial reasons. « The system is very performant: there is Sidère, the State income and expenditure system bringing together Treasury and Budget; Systaf the tax control system and Sydonia which concerns Customs », the computer expert explained.

To relaunch the computerization process, he opined, it will suffice to bring all the teams together and give them the necessary means to update the computer platform.
