The Congolese Minister of Finance and Budget, Calixte Nganongo, accompanied by his colleague Delegate for the Budget, Ludovic Ngatsé, and the Representative-Resident of the United Nations Development Programme (UNDP) in Congo Maleye Diop, exchanged, Tuesday, October 8, 2020 in Brazzaville, on the return of the Republic of Congo to the International Aid Transparency Initiative (IATI), for which the UNDP provides the Secretariat.

 

At the end of the audience, Maleye Diop answered questions from the Press Office of the Ministry of Finance and Budget on the subject of their meeting: "I came, as usual, to pay visit to the Minister of Finance and Budget and the Minister Delegate, to discuss on issues of common interest. We recently received a request from the Minister Delegate in charge of the Budget to support the Congolese government in the management of aid through IITA. We also exchanged, among other things, on our Cooperation Programme with the Government, on the work that has recently been done? under the leadership of the Coordinator Resident of the United Nations System (SNU) in Congo, Mr. Chris Mburu, with the UNDP Technical Coordination on the Report on the impacts of the Covid-19 pandemic and on the response plan that has been proposed. This was essentially what we discussed with the Ministers. It was also a courtesy call, because it has been a year since I have been here. So, I came to discuss these points. And then, once again, to reiterate the commitment of UNDP and other UN agencies to accompany the Government in its efforts," he said. 

With regard to this UNDP support to countries victims of the Covid-19 pandemic, the Resident Representative recalled that "when the pandemic struck, the UN Secretary General, Antonio Gutierres, had defined a Country Support Framework, which revolved around three components. The first component is health, because this is a health crisis, for which he had entrusted the World Health Organization with technical leadership.

(WHO). The second component is humanitarian. It was entrusted to the Office for the Coordination of Humanitarian Affairs, commonly known as OCHA. And the third component is socio-economic, entrusted to UNDP. But all this work at the country level is done under the coordination of the Resident Coordinator. The UNDP provides technical leadership in the socio-economic development of the impacts, which are backed up by the Response Plan, a certain number of budgeted actions that were to be put in place to respond in the short and medium term to the impacts created by this pandemic. This is quite an important contribution, because the Congolese Government is in the process of developing its Recovery Plan. These two documents are part of the contribution of the entire United Nations system to the Government's recovery effort".

As a reminder, the official handover of these two documents, namely: the Covid-19 Socio-Economic Impact Assessment Report and the United Nations System Recovery Plan took place on 8 September 2020 at the Ministry of Economy, Industry and Public Portfolio in Brazzaville.

The Plan for the Recovery of the United Nations System in Congo, which consists of a set of short and medium-term actions for an immediate socio-economic response to Covid-19, is budgeted at US$ 2,840,843,830, with a funding gap of 1,969,520,439 US dollars.
