Closing of the Validation Workshop for the Framework of General Accounting Standards Applicable to the Public Administration Sector

On Saturday, September 20, 2025, at the Grand Hotel in Kintélé (Brazzaville), the Director General of Public Accounts and Assets (DGCPP), Saturnin Ipodo-Nzingou, on behalf of Christian Yoka, Minister of Finance, Budget, and Public Portfolio, closed the workshop for the presentation and validation of the Framework of General Accounting Standards Applicable to the Public Administration Sector.

In his closing remarks, delivered in the presence of Joseph Kandza, representing Nicolas Okandzi, Permanent Secretary for Public Finance Reforms, and Belly Vadim Mongouo Ngonkoli, Director of Centralized Accounting for Materials and a member of the Workshop Coordination Committee, Saturnin Ipodo-Nzingou expressed his satisfaction with the Workshop's conclusions. "From now on, Congo must be counted among the CEMAC (Economic and Monetary Community of Central Africa) countries that have successfully brought their public accounting systems into compliance with international standards," he declared.

However, he noted, the work has only just begun. Indeed, "the success we are celebrating today is not an end in itself." This is the starting point of a demanding process: implementing change management actions, which involve not only training sessions for accounting professionals in the public administration sector on fundamental and diverse topics, but also the computerization of management processes and the control of operational risks.

Therefore, the DGCPP (Directorate General of Public Accounts and Assets) recommended the strict application of the Framework to "ensure its integration into financial practice within the public sector by all stakeholders. This obviously requires rigor, discipline, and the constant commitment of everyone. In this regard, the Directorate General of Public Accounts and Assets, in accordance with its mission, must remain mobilized to provide the necessary monitoring, support, and training to guarantee full adoption of the new accounting and financial paradigms," instructed Saturnin Ipodo-Nzingou.

The new standards of the Framework

These standards relate to individual and consolidated financial statements; to intangible assets; tangible assets; financial assets; inventories; current asset receivables; cash components; financial liabilities; provisions for risks and non-financial liabilities; tax revenues; other revenues; expenses; and off-balance-sheet commitments.
