On Thursday, October 2, 2025, Christian Yoka, Congolese Minister of Finance, Budget and Public Portfolio (MFBPP), and Claire Bodonyi, French Ambassador to Congo, signed Amendment No. 2 to the CCG1117 Financing Agreement for the "Téléma" Project. The ceremony was graced by the presence of Antoine Chevalier, Director of the French Development Agency (AFD) in Congo, and Eugène Ikounga, Chief of Staff, representing Irène Marie Cécile Mboukou Kimbatsa, Minister of Social Affairs, Solidarity, and Humanitarian Action (MASSAH).
“Téléma” is the Lingala name for the Project to Support the Productive Inclusion of Vulnerable Populations, with a budget of 1.968 billion CFA francs (approximately 3 million euros), financed through the Debt Reduction and Development Contract (C2D), which has linked Congo and France since 2010. Entrusted to MASSAH, the “Téléma” Project directly contributes to the operationalization of Congo’s national social action policy.
To date, nearly 1,000 micro-project beneficiaries have already received support through the sustainable social and economic empowerment program implemented in the 21 Social Action Districts (CAS) in Brazzaville, Pointe-Noire, and the Pool region. Each micro-project is funded on average at approximately 2 million CFA francs. The CAS offices in Kinkala, Talangaï, Makélékélé, Moungali, and Mvoumvou, the departmental directorates of social affairs in Brazzaville and the Pool region (in Kinkala), as well as the former African Institute for Rehabilitation (IAR) building in Brazzaville, have been renovated and equipped.
This second round of additional funding will expand the project's intervention area to the Cuvette (Oyo), Niari (Dolisie), and Lékoumou (Mayéyé) Departments, where Social Action Districts (CAS) will benefit from improvements to public access. This funding will also strengthen the intervention and management capacities of the Directorate General of Social Affairs (DGAS-Brazzaville) to improve support for 600 new vulnerable individuals (50% of whom are young women); define and implement pilot programs specifically targeting the socio-economic integration of indigenous populations; and implement the National Social Action Information System (SNIAS), which will support the operationalization of the Single Social Registry (RSU) and the deployment of the National Social Safety Net Program (PNFS), particularly regarding beneficiary monitoring.
