Among the last Services visited in Brazzaville are the Small Business Units (UPE) of Makélékélé (1st district) and M'filou-Gamaba-1 (7th district); the Office of the Land Registration and Stamp "La Plaine », The Brazzaville-center Land Conservation Office and the Individual Taxation Unit, in M'pila.

Speaking to the press, the Minister Delegate in charge of the Budget took stock of his round, evoking three main problems facing tax officials in the 12 divisions of Congo: poor working conditions, absence training of many agents and lack of incentives for workers.

Aware of the poor working conditions (in particular the dilapidated buildings, the lack of space compared to the plethora of staff in the offices, the installation of administrative buildings with tenant status), Minister Ngatsé reassured his interlocutors. “We are struggling to improve the working conditions of tax officials, despite the financial difficulties the Government is facing. There is still a lot of work, of course. However, work is being done, through the reforms initiated by the Minister of Finance and Budget, Calixte Nganongo,”he declared.

With regard to the training component, the member of the Government noted that there are many agents assigned to Taxes, but from other ministries (such as Education and Health), who deserve to be trained in order to be competent on field. He insisted on the collectors or receivers who must be sworn.

Finally, on the lack of incentives for workers (in particular the annual bonus, since 2014, and the monthly bonus on penalties, since 2018), the tutellage Minister, after having taken note of these complaints, indicated that there was no There is no reason why the Government should not pay what is due to those who have worked well. "But, all the agents must break with the anti-values ​​or the bad practices of the past, which caused a lot of damage in the recovery of the non-oil own revenues expected from the State Budget.
