Tax Dematerialization Project of Electronic Billing and VAT

A demonstration session of the Electronic Standard Billing (FNE) was chaired, Monday, October 15, 2018 at the Ministry of Finance and Budget, in Brazzaville, by Jean-Marie MONTSAGNA, administrative and legal adviser of Minister Calixte NGANONGO, and in charge of procurement, representing the Director of cabinet of this Ministry. In the presence of Telecommunications and Digital Content Tax adviser, Mopaya ATALI, Project coordinator. 

 

Electronic Standard Billing is the solution proposed WORLDWIDE AVATAR TECHNOLOGIES LTD(WAT),international firm-consultant present in Congo since 2008, and recruited by the Congolese Government, through the Ministry of Finance and Budget, not only for the development of norms and standards, but also for the electronic dematerialization of electronic billing and the Value Added Tax (VAT); for interoperability and certification of cash software and electronic billing; and for the deployment and testing of the Electronic Billing Data Management, Processing and Visualization System.

 

The FNE system works if you have a good taxpayer’s database », François DUGUE and Eloge MALONGA advised, two managers of WORLDWIDE AVATAR TECHNOLOGIES LTD, presenters of the solution. 

 

The directorate General of Taxation and State Properties of Congo – Brazzaville (DGID) has, for example, about two or two and a half million taxpayers registered with a telephone number. With the system we offer, taxpayers have the choice to pay their taxes using either their own telephones or other equipment. This is a telephone that we developed and which costs 24,000 CFA francs in Congo. This software we offer is similar to the Whatsapp application, to avoid any trader to be reluctant to pay his tax”, the speakers explained.

 

In addition, François DUGUE and Eloge MALONGA urged the State to focus on the informal sector in order to broaden its tax base. It should also introduce a reward to encourage taxpayers to claim a receipt after payment of their Electronic Standard Billing.

To sum up, according to them, without being exhaustive, the FNE has many advantages; among which the one to allow the DGID to have a panoramic view of the traders, to detect the tax compliance of their institutions and to check if their stores exist.

 

            “Within six months, they promised, we will be able to implement the FNE in Congo-Brazzaville, as it is practiced in many countries including Rwanda, Canada, Senegal, Côte-d’Ivoire, etc

 

            As a reminder, the introduction by Congo-Brazzaville of a new standard and an Electronic Billing System (SFE), aims at a more efficient tax administration of VAT, transparency in sales declarations and turnovers (C.A); an immutability of billing data, an authenticity of taxpayers accounting records, an effective fight against tax evasion and a broadening of the tax base.
