On Tuesday, July 22, 2025, in Brazzaville, Audrey Alban Jean-Baptiste Mapithy-Ma-Mapithy, Administrative and Legal Advisor to Christian Yoka, Minister of Finance, Budget, and Public Portfolio (MFBPP), officially installed 5 Heads of Department, 7 Project Managers, and 6 Assistants in their respective positions at the Information Systems Department (ISD). Their line manager, Okina Elenga Ngaporo, was also present.

The following individuals have been appointed as Heads of Department: Childeric Boussoukou, a research engineer at the Congolese Agency for Information Systems (ACSI), has been appointed Head of Information Systems Security; Godefroy Ossoa, an engineer at ACSI, has been appointed Head of Urbanization and Projects; Ulrich Diamanissa Panzou, a research engineer at ACSI, has been appointed Head of Networks, Systems, and Databases; Prince Borges Ebatha-Franck, an administrator with the Administrative and Financial Services (SAF), has been appointed Head of Infrastructure and Maintenance; and Raël Josué Fulgence Bicoumou, an SAF staff member, has been appointed Head of Application Support and Operations.

The installation of the Project Managers and their deputies concerned the following agents: Léontelmy Brichaut Moutou Taty, IT Project Manager for the Certified Electronic Billing System (SFEC) and Trésor Divin Ngassaki Sita, deputy; Chancelvy Mobanda Lwamba, Project Manager for the Integrated Payroll System for State Employees (SIPAE) and Edna Popole Moulongo Boutoto, deputy; Brace Lode Bemba, Project Manager for the Computerized Legality Verification System (SIVL); Prince Opportun Yoco-Yoco, Project Manager for the Integrated Public Finance Management System (SIGFIP) and Youyounn Khordell Akouala Matondo, deputy; Levis Saint-Clair Ngakosso Mass, Project Manager for the State Receivables Payment Monitoring System (SYSPACE) and Nursia Gasdine Mfoutou Pembé, deputy; Belle Betina Motoly Mbayi, IT Project Manager for the Scanner; and Tania Emmanuelle Moussounda, E-BOURSE Project Manager.

As for the Assistants to the Director of Information Systems with the rank of Head of Department, the following individuals were appointed to their positions: Mavie Audrey Bongouandé, SAF Attaché, Executive Assistant and Head of the Secretariat; Cathy Credege Oba, SAF Administrator, Assistant for Logistics, Finance, and Budget Monitoring; Fouthe Bouaka Yassi, Research Engineer at ACSI, Assistant for Information and Communication Technologies; Audrey Fernand Malanda-Mabiala, Research Engineer at ACSI, Assistant for Application Interoperability and Integration; Armel Ngboko Mondzomba, Research Engineer at ACSI, Assistant for IT Incident Management; and Amour Guillaume Mokoko Maboukou, SAF Administrator, Assistant for IT Crisis Coordination.

The Administrative and Legal Advisor urged all newly appointed officials, who took up their posts five days after their nomination by Minister Christian Yoka, to get to work, respect the hierarchy, and avoid conflicts of interest.
