OPENING OF MINISTRY AND INSTITUTION BUDGET CONFERENCES FISCAL YEAR 2026

The budget conferences of the ministries and institutions of the Republic of Congo, initiated by Christian Yoka, Minister of Finance, Budget and Public Portfolio, are being held in Brazzaville from Tuesday, August 26 to Monday, September 8, 2025. They are chaired by Paul Malié, Chief of Staff, assisted by Sylvain Lékaka, Chief of Staff to Ludovic Ngatsé, Minister of Economy, Planning and Regional Integration, and Jean-Claude Iwanga, Director General of the Budget (DGB). These budget conferences aim to prepare the State Budget and Finance Law for the 2026 fiscal year.

For eight days, the proceedings of these conferences include presentations by the Chiefs of Staff, the Directors of Studies and Forecasting/Planning (DEP) from the ministries, as well as the credit officers of the Republic's constitutional institutions, to present and justify their preliminary draft budgets for the 2026 fiscal year, based on the strategic allocations indicated in the annexes to the Prime Minister's framework letter concerning the preparation of the Finance Bill.

It should be noted that on the first day, Tuesday, August 26, 2025, two ministries were heard: the Ministry of Finance, Budget and Public Portfolio, and the Ministry of Economy, Planning and Regional Integration. Eight ministries presented their work on the second day, Monday, September 1. These included the Ministry of the Environment, Sustainable Development and the Congo Basin; Transport, Civil Aviation and Merchant Marine; Foreign Affairs, Francophonie and Congolese Abroad; Forestry; Youth, Sports, Civic Education, Vocational Training and Employment; River Economy and Waterways; Communication and Media, Government Spokesperson; and Mining and Geology.

The traditional parliamentary budget session will open on Wednesday, October 15, 2025, during which the Senate and the National Assembly will vote on the 2026 Finance Law, no later than December 31 of the current year.
