On Wednesday, September 10, 2025, the second day of the symposium, the round table theme was subdivided into two sub-themes: "Revenue Mobilization from Mineral Resources" and "Revenue Mobilization from Petroleum Resources."
In total, participants attended 11 presentations, 5 related to the first sub-theme and 6 to the second. The first 5 sub-themes were: "Reform of the Mining Code in the Democratic Republic of Congo (DRC) as a Factor in Mobilizing Tax Revenue"; "Revenue Mobilization in the Hydrocarbons Sector in Congo-Brazzaville"; “Reference prices for minerals and metals: simplifying control and optimizing revenue mobilization from extractive industries”; “The significant contribution of the mining sector to the Gabonese economy”; and “Presentation of the Mauritania/Senegal gas project.”
The six presentations in the second sub-theme focused respectively on “The evolution of tax returns by oil companies from 2017 to 2022 in Congo-Brazzaville”; “Improving oil taxation through the local processing of oil shipments destined for Congo-Brazzaville under the Production Sharing Contract (PSC)”; “The dual tax regimes in extractive industries in Congo-Brazzaville”; “Tax optimization in the Congo-Brazzaville oil sector”; “The challenges of para-oil taxation in Congo-Brazzaville”; and “Control and supervision of the online gaming sector in Africa: a necessity for the economy and society.”
Workshop Sessions
After reviewing the issues outlined above, participants divided into four workshops, structured as dialogues, under the theme: Revenue Mobilization. Workshop 1: Dialogue on revenue mobilization between government agencies and businesses. Workshop 2: Dialogue on sharing experiences regarding mining taxation among members of public administrations.
Workshop 3: Sharing experiences on revenue mobilization. Workshop 4: Lessons learned from the reform of the Mining Code in the DRC.
