State budget for the financial year 2020

The Members of Parliament and Senators of the Congolese Parliament (Republic of Congo), meeting in plenary, during their budget sessions opened on October 15, 2019, adopted unanimously, with amendment, on Friday 20 December and Sunday 22 December 2019, respectively, the finance bill for the financial year 2020, which has been adopted in revenue at the sum of 2020 2, 175 billion 348 million 669, 503 FCFA and in expenditure at 1, 579 billion 350 million FCFA. This finance bill generates a projected budget surplus of 514 billion 722 million FCFA. It is slightly up on that of 2019, which amounted to 504 billion 165 million FCFA.

Inaugural General Assembly of the National Order of Chartered Accountants of Congo (ONEC-C)

The inaugural founding general assembly of the national order of chartered accountants of Congo (ONEC-C) is held in Brazzaville, from Friday 20 to Saturday 21 December 2019. The work was opened by Henri Loundou, Director of Cabinet of the Minister of Finance and Budget, Calixte Nganongo, and Government Commissioner to ONEC-C bodies.

Madame Minister of Planning, Statistics and Regional Integration, Governor of the African Development Bank, Ingrid Olga Ghislaine Ebouka-Babackas, representing his colleague of Finance and Budget, Calixte Nganongo, and Representative-Resident of ADB to Congo, Antoine Tioyé, signed, Sunday 15 December 2019 in Brazzaville, a Loan Agreement of 187 million Euros (about 122 billion FCFA).

Fight Against Money Laundering and Terrorist Financing

“The role and responsibility of the actors of the financial system and prosecution authorities in the prevention and the fight against money laundering and terrorist financing: the case of personnel of bank, ANIF, magistrates and judicial police officers”.  This is the theme under which was placed the seminar of awereness and training on these two scourges, whose work was opened, Monday 25 November 2019 in Brazzaville (Republic of Congo), by Henri Loundou, director of cabinet, representing Calixte Nganongo, Minister of Finance and Budget.

World Customs Organization (WCO)

At the conclusion of their work held from Tuesday 19 to Thursday 21 November 2019 in Brazzaville (Republic of Congo), the participants in the 23rd Meeting of the Committee of Experts of the Customs Directors General Conference, from 12 of the 23 countries in the WCO-West and Central Africa, adopted 21 recommendations and 6 due diligences. These include the development by the Customs of each country of a National Strategy for the implementation of the African Continental Free Trade Area (ACFTA).

Official Presentation of the Computerized Legality Verification System (SIVL)

The Technical Supervisor of the Computerized Legality Verification System (SIVL), Belfort Wamba Moundo, officially presented, Tuesday 19 November 2019 in Brazzaville, this new application to the heads of the three Ministries involved in its technical take-over and deployment. These are Ministries of Forestry Economy, represented by Madame Rosalie Matondo; Finance and Budget, represented by director of cabinet, Henri Loundou; and Planning, Statistics and Regional Integration, represented by director of cabinet, Ferdinand Sosthène Likouka.

Public Management Reforms

Hilaire Mavoungou, adviser for budget issues, acting director of cabinet of the Minister of Finance and Budget, Calixte Nganongo, opened, Monday 18 November 2019 in Kintélé (northern suburb of Brazzaville) the workshop devoted to raising awareness and deploying the functionalities of the Integrated Public Financial Management System (SIGFIP) in all the Ministries and institutions of the Republic of Congo before its commissioning in January 2020.

Cooperation between France and Congo

It is the Minister of Planning, Statistics and Regional Integration of the Republic of Congo, Ingrid Olga Ghislaine Ebouka-Babackas, representing her colleague of Finance and Budget, Calixte Nganongo, on the one hand, and the French Ambassador to Congo, François Barateau, accompanied by the Director of the French Development Agency (AFD), Lionel Cafferini, on the other hand, who signed this Framework Agreement, Monday 18 November 2019 in Brazzaville.  This document will make available to Congo a fiscal support of 135 million Euros (or 88.5 billion F) over the period 2019-2021.

Congo State Domestic Debt Clearance Mechanisms

The Committe in charge of the restructuring and clearance of the domestic debt, led by Bernard Ngazo, Adviser to the National Financial Institutions and Currency at the Ministry of Finance and Budget, held a press breifing, Thursday 14 November 2019 in Brazzaville. The participants discussed on securitization as a clearance mechanism of this debt proposed by the State.
