The Congolese Minister of Finance, Budget, and Public Portfolio, Christian Yoka, chaired the first-ever meeting of the Permanent Consultation Framework between the State and Primary Dealers (SVT) of the Republic of Congo on Tuesday, July 8, 2025, in Douala, Cameroon.

On Tuesday, April 22, 2025, Hilaire Mavoungou, Acting Chief of Staff to Christian Yoka, Minister of Finance, Budget, and Public Portfolio, oversaw the transfer of service between two outgoing Deputy Directors General of the Treasury (DGAT), namely: Sylvère Armel Dongou and Gertrude Stéphanie Mouaya, on the one hand, and Hylarion Stève Ibobi Ollessongo, former Paymaster General, recently appointed sole DGAT, on the other.

The special day of Thursday, December 5, 2024 was devoted by the participants in the 12th ordinary session of the Permanent Framework for Consultation of Public Treasuries (CPC-TP) of the Economic and Monetary Community of Central Africa (CEMAC) to the assessment of the 13 years of existence (2011-2024) of the Treasury Securities Market (MVT) of this community. In opening the proceedings, which are being held in Brazzaville, the Congolese Minister of Economy and Finance, Mr. Jean-Baptiste ONDAYE, indicated that "this market constitutes a credible alternative to financing the needs of the six Member States".

The work of the 12th session of the Permanent Framework for Consultation of Public Treasuries of the Economic and Monetary Community of Central Africa (CPC-TP-CEMAC), which is held under the theme: ‘’Strengthening transparency and financial governance on the CEMAC Treasury Securities Market, for the expansion of the investor base: state of play, constraints and perspectives’’, were opened on Tuesday, December 3, 2024, at the Twin Towers of Brazzaville, by its outgoing President, the Congolese Gatien ONDAYE OBILI, advisor on monitoring and management of the treasury of the Minister of Economy and Finance. He was accompanied by the Director General of Public Accounting and the Treasury of Gabon, Mr. Luther Steeven ABOUNA YANGUI, incoming President, who will succeed him as the annual rotating president of the CPC-TP-CEMAC in 2025.

Under the supervision of Mr. Athanase NGASSAKI, Director of the Office of the Minister of Economy and Finance, the installation ceremony of three newly promoted executives at the General Directorate of the Treasury was held on Wednesday, November 13, 2024, at 10 a.m., in the premises of the General Directorate of the Treasury, in Brazzaville, in the presence of Mr. Albert NGONDO, Director General of this important technical body of the Ministry of Economy and Finance.

Among the recommendations made by participants at the 11th Conference of the Permanent Framework for Consultation of Public Treasuries of the Economic and Monetary Community of Central Africa (CPC-TP-CEMAC) are the creation of a ‘’Training Center’’ and the development of a ‘’Charter of Good Conduct’’.

Following changes within the Congolese Ministry of Economy and Finance, and in application of Article 4 of Instruction No. 06 of the Securities Settlement and Conservation Unit (CRCT) of the Bank of States of Central Africa (BEAC) of November 18, 2021, establishing the establishment, composition and operation of the Permanent Framework for Consultation of the Public Treasury of the Economic and Monetary Community of Central Africa (CPC-TP-CEMAC), the Congolese Gatien Ondaye Obili, Advisor for monitoring and cash management to the Minister of Economy and Finance, Mr. Jean Baptiste Ondaye, will represent the Congolese State next year as President of this sub-regional community institution.

Lambert Ifoko, Tax and Customs Advisor, representing Jean-Baptiste Ondaye, Minister of Economy and Finance opened, Thursday May 4, 2023 in Brazzaville, the work of the consultation meeting with the Specialists in Treasury Securities (SVT), under the theme: “Participation rate of primary dealers in Treasury securities issues: current situation and avenues for improvement”, under the coordination of Serge Daniel Gassakys, National Director of the Bank of Central African States (BEAC) .

Wednesday May 3, 2023 at the High Court (TGI) of Brazzaville, 40 Prosecuting Agents (out of the 42) appointed by Memorandum No. 0180 of April 28, 2023 from the Minister of Economy and Finance, took the oath. The solemn hearing, in which the 1st President of the Supreme Court, Henri Bouka, took part; the Public Prosecutor at the TGI of Brazzaville, André Oko Ngakala; the Minister of Economy and Finance, Jean-Baptiste Ondaye; and the Director General of the Treasury, Albert Ngondo, was led by Aristide Elenga, Acting President of the TGI, assisted by two judges: René Blaise Boyama and Henri Lauric Abia Ombondzo.
