
Florent Michel Okoko, Permanent Secretary of the EITI-Congo National Executive Committee, held a press conference on Monday 10 January 2022 in Brazzaville. His presentation focused on the validation and publication of the 2019 Report by the Committee.

On Saturday 18 and Monday 20 December 2021 in Brazzaville, the two House of the Congolese Parliament successively adopted unanimously (with amendment, for the lower House, and without amendment, for the upper House) the State finance bill for 2022 fiscal year, at the amount of 1935 billion 253 million in revenue and 1, 734 billion 964 million CFA francs in expenditure. The session was presided over by Isidore Mvouba, Speaker of the National Assembly, and Pierre Ngolo, President of the Senate, respectively. Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio, and Ludovic Ngatsé, Minister Delegate for the Budget, were also present.

The last quarterly meeting of the National Economic and Financial Committee (CNEF)-Congo, for the year 2021, was held on Tuesday 14 December at the headquarters of the National Directorate of the Bank of Central African States (BEAC), in Brazzaville. The meeting was chaired by Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio. In the presence of his colleague, Ingrid Olga Ghislaine Ebouka-Babackas, in charge of the Economy, Planning, Statistics and Regional Integration, and Michel Dzombala, National Director of the BEAC and Secretary-General of CNEF.

On Friday 10 December 2021 in Brazzaville, Fortunato-OfaMboNchama, President of the Development Bank of Central African States (BDEAC), and Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio signed the CFAF 100 billion BDEAC financing agreement for the first phase of the Brazzaville-Ouesso (Republic of Congo) - Bangui (Central African Republic) - N'Djamena (Republic of Chad) multimodal corridor development project.

The President of the Republic of Congo, Denis Sassou-Nguesso, inaugurated the New Headquarters and the Head Office of the Ecobank Congo Group on Monday, 29 November 2021 in Brazzaville. The ceremony was attended by Anatole Collinet-Makosso, Prime Minister, Head of Government; Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio; and Cheik Travaly, Regional Director of Ecobank Group Central, Eastern and Southern Africa.

On Monday 29 November 2021, the Minister of Finance, Budget and Public Portfolio, Rigobert Roger Andely, representing the Congolese government, and the French Ambassador to Congo, François Barateau, for the French government, signed the Third Bilateral Agreement on the suspension of debt servicing with regard to France within the framework of the Debt Service Suspension Initiative (DSSI) decided by the G20 in 2020.

The members of the National Public Debt Committee met on Friday 26 November 2021 at the Ministry of Finance in Brazzaville, in accordance with the organic law N°36-2017 of 3 October 2027, relating to finance laws, which provides, in its Section 56 paragraph 3, that the finance law of the year should be accompanied by the public debt strategy. The meeting was chaired by Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio, in the presence of Ingrid Olga Ghislaine Ebouka-Babackas (Minister of Economy, Planning, Statistics and Regional Integration), and Vice-president of the CNDP.

The Chairperson of the Development Bank of Central African States (BDEAC), Ofa Mbo Nchama, launched on Thursday 18 November 2021 in Brazzaville, the bond issue by public call for savings "BDEAC 5.60% net 2021-2028", in the amount of CFA F 100 billion, in the presence of the Minister Delegate in charge of the Budget, Ludovic Ngatsé, attached to the Minister of Finance, Budget and Public Portfolio, Rigobert Roger Andely, as well as the investors

Six months after his installation, the New Director General of National Financial Institutions (DGIFN) of the Ministry of Finance, Budget and Public Portfolio, Jean Pierre Nonault, has started meetings with bilateral and multilateral partners represented in Congo.

From Tuesday 26 October to Wednesday 3 November 2021, the Institute of Economics and Finance - Regional Training Centre for Financial Authorities of Central Africa (IEF-PR), based in Libreville (Gabon), organised, by videoconference, the intermediate defences of its finalist auditors from the 6 countries of the Economic and Monetary Community of Central Africa (CEMAC), including Congo-Brazzaville.
